Building a garden room base on ground that is not flat
The direct answer: a slope is rarely the obstacle people fear. Very few gardens are level, and the base is designed around the ground rather than the ground being forced flat. What genuinely matters is what the ground is made of, how water moves across it and whether the base transfers the building load down to something that will not shift. Get that right and the slope becomes a detail. Get it wrong on flat ground and the building will still move.
Base options and the conditions they suit
There is no single correct base. The choice follows the ground, the fall across the plot, access for materials and the size of the building.

What is under the grass matters more than the gradient
Topsoil is not a bearing material. It compresses, holds water and moves with the seasons. Every sound base gets past it to something stable underneath, whether that is by digging out and compacting, by casting pads to depth or by screwing down to a firmer layer.
Made ground is the common surprise in older gardens: buried rubble, an old path, a filled pond or the spoil from a previous extension. It can look perfectly solid and still settle unevenly under load. It shows up as soon as the ground is opened, which is why nobody can honestly specify a base from a photograph.
Water is the other half of the problem
On a slope, water arrives at the uphill face of the building and has to go somewhere. If nothing is done it collects, saturates the ground on that side and works at the base and the cladding over years.
The fix is not glamorous but it is decisive: keep the ground level below the floor, give water a route past the building rather than into it, and make sure roof water is taken away rather than dropped at the base. A land drain or a simple gravel filled channel on the uphill side handles a lot of ground water quietly.

Levelling by cut, by fill, or by the structure
Three approaches deal with a fall. You can cut into the higher side and retain the soil behind a low wall. You can build the base up on the lower side so the floor is level while the ground below is not. Or you can let the structure take up the difference through pads or screws of different lengths.
Cutting gives a tidy result close to the ground but adds retaining and drainage work. Filling is quick but only stable if the fill is properly compacted in layers, because loose fill settles and takes the corner of the building with it. Pads and screws avoid moving much soil at all, which is often the neatest answer on a real slope.
Signs a base was done badly
If you already have a garden building on questionable ground, the symptoms are easy to read. Doors that used to close and now catch on one corner, gaps opening at a cladding joint, a floor that feels springy in one area, or a visible tilt against a fence line all point at movement rather than at joinery.
Movement in the first winter usually means the base never reached bearing ground or fill was not compacted. Movement after several years more often means water has been getting to the ground on one side.

Is my garden too steep for a garden room?
Steepness alone rarely rules a project out. Access for materials and the cost of retaining or drainage work are usually the deciding factors.
Can the base just sit on paving slabs already in the garden?
Existing paving is bedded for foot traffic, not for a building. It can occasionally be reused as a working surface, but it is not a base.
Do I need to remove a tree stump or old shed base first?
Anything that will rot or that sits in the footprint at the wrong level comes out. Leaving decaying material under a base creates a void later.
Will the floor be level even if the ground is not?
Yes. The whole point of the base design is to give a level, stable floor over ground that falls.
My garden gets waterlogged in winter. Is that a problem?
It changes the base design rather than preventing the build. Standing water tells you the drainage work needs to be part of the job from the start.
