Why a garden room overheats in summer, and what genuinely cools it
The direct answer: a garden room that bakes in July is almost never under insulated. It is usually taking in more solar gain through the glass than it can shed, in a small volume of air with nowhere for heat to escape. Insulation slows heat transfer in both directions, so once warmth is inside a well insulated shell it stays there. The fix is to stop the heat arriving and give it a route out, in that order.
Where the heat is coming from
Glass is the main route. A wall of south or west facing doors turns a small building into a collector on a clear day, and the effect peaks in the afternoon when most people are trying to work.
A dark roof adds to it, particularly on a shallow flat roof with the sun directly overhead. Then there is what is inside the room: screens, a fridge in a garden bar, gym equipment and lighting all put out heat into a space with a fraction of the air volume of a house.
Shade beats cooling every time
Anything that stops sunlight reaching the glass is worth far more than anything that tries to remove the heat afterwards. External shading is dramatically more effective than internal blinds, because internal blinds absorb the energy once it is already inside the room.

Cross ventilation, not one open door
Opening a single set of doors gives you one opening and very little air movement. Air needs somewhere to enter and somewhere else to leave, ideally on opposite sides and at different heights, so warm air can rise out while cooler air is drawn in low.
That is why an openable window on the opposite wall to the doors changes a room completely, and why a garden room designed with glazing only on one elevation is harder to cool. Trickle or secure night ventilation also lets the building dump the day's heat overnight rather than starting the next morning already warm.
Mechanical options and what they really do
A fan does not lower air temperature. It moves air across your skin and makes a given temperature feel more tolerable, which is genuinely useful and cheap to run.
An air conditioning unit or a heat pump running in cooling mode does lower the temperature, and in a small insulated room it works quickly. It needs power capacity and an external unit position, which is far easier to plan before the build than to retrofit. Portable units vent through a hose, which means an opening in the wall of the room they are cooling, so they fight themselves unless that is set up properly.
Why insulation is still on your side
It is tempting to conclude that a well insulated garden room is the problem. It is not. Insulation keeps the day's peak from crossing the fabric quickly and keeps the room usable through winter, which is most of the year.
The rooms that struggle worst in summer are typically the ones with large unshaded glazing, a single opening, and no way to purge heat at the end of the day. Adding shade and a second opening usually turns an unusable afternoon into a comfortable one without touching the structure.
A sensible order to tackle it
Start with shading on the worst face, because it is the cheapest change with the largest effect. Then create cross ventilation by adding or unlocking a second opening. Then look at night purging so the building starts each day cool. Only after that does mechanical cooling become worth the outlay, and by then you may need much less of it.
